Impact:		risk-of-interruption
Detail:		The User Notification System is being migrated to a new
platform. During the indicated migration period (c. 2-hours) UNS
messages will not be issued. In case of a service alert during this
downtime, users will only receive the UNS message once the migration is
complete. The Operational Service Status Indicator (OSSI) is unaffected
by this change. Please note: in addition to the downtime, when the UNS
service returns it will be accessible via a new URL
